I can see how people can say the BR is fine, it isn't too hard to get kills with, the real problem is that at a certain point there is going to be a kill you should get, because you are simply better than your opposition, but the BR "robs" you of that kill. There really shouldn't be the possibility of losing games (even to a remote chance, though I have heard BR accuracy to be as bad as 66%) because of RNG luck, or lack thereof.
I play with it a lot, and it isn't broken by any means, it is still a very functional and arguably the best weapon in Halo 3, but Halo is a game, and meant to be fun, and missing shots on a stationary target, with nothing but their head in your reticle isn't fun, when that same target turns and gets a kill on you, that is beyond not fun, it is downright frustrating.
