The best guess I have is that it would be used during Live games. I know in some Live games you can only talk to your team during the actual match (Rainbow Six 3 for example). This is a great feature considering you don't want to have the other team hear you're teams plans, but it sucks as far as 'Smack talk' is concerned. Enter Proximity Voice... Basically what I would guess is that it would allow two people on opposite teams talk to each other if they are within a certain range. Take this scenario for example:
I'm hiding inside the enemys base. Waiting for the perfect opprotunity to backhand my opponent with the shotty I'm currently weilding. The next moment my unsuspecting foe walks infront of me. His back turned begging for the cold blue steel of my weapon to put him out of his missery. In Rainbow Six I have no way of mocking my current pray prior to beating the crap out of him, but bungie isn't going to make that mistake. Just a moment before pulverizing the back of his head I evily snicker the last words my opponent will get to hear...' knock, knock...' Bam
