My Halo 2 for my pc has a very low framerate, and this also applies to a few other games I have. Here are my specs:

Windows Vista Home Premium Service Pack 1
1918 Megabytes Installed Memory
NVIDIA GeForce 6150SE nForce 430
2.30 gigahertz AMD Athlon 64 X2 Dual Core
128 kilobyte primary memory cache
512 kilobyte secondary memory cache

Are these good? Do I need to upgrade? If so what?

Here you will need this to help you get your foot out of the back of your throat, looks llike its in there pretty deep. And what is that on your face? Egg?! *hands Kim a washcloth*

You need to get a GPU (real one).

Yeah definitely get a graphics card, not the integrated one you're using. H2V will actually run decently on a lower-end graphics card with medium settings (I know this because I have an Nvidia GeForce 8400GS - my PC is a slimline) but you'd be best off getting the best card you can afford (and that your PC supports).

It also helps to turn off Aero in Vista, I've found.

Yes, I am a hypocrite, and I'm sorry. I really do mean well, but I'm not running on all cylinders.

Everytime someone buys a copy of Halo 2 Vista, a puppy dies.

Be glad you're not getting 200 FPS. Then the mouse stops working properly.

The bungie.net community is the halo PC community that is renowned for being unbelieveably sucky.
