Lets pretend MC is carriyng a needler and a SMG..... I think when MC wants to reload his needler, for example, he should put his SMG under his arm and hold it there while he reloads his needler and then bring the SMG back up again. it might take a few more moments, but this could balance even more dual weilding plus, if well animated, should look very cool.

It would be cool if he had the clips hooked on the side f his legs and he would just bring the guns down and snap the clips in place ;).

No, no ... he slides the visor back from the inside of his helmet with his tongue then he uses his tounge to reload the gun(s) then he retracts his tongue back inside the helmet and slides the visor shut again ... see - it's much more simple that way

He hits the magazine release, then grabs a clip with the other hand, while he still has a gun in both, and then puts the new mag in. Repeat for the other side if needed.

He holsters his weapon that needs to be reloaded. Graps a clip with free hand, and sticks it into holstered weapon

Well...you just shake the needler to reload it. You might not know that because you haven't picked one up in Halo 1 in a long time.

And for an SMG, he puts it behind his back so you can't watch him do it! It's like magic!

I already answered this.

When you ride a ghost you are not carrying a weapon with your hands, yet you have 2 weapons still. So obviousely the suit has room for two weapons. So, therefore, he puts one up, reloads the one he has out, swaps, and reloads and he is done. And for anyone wondering why the chief can't carry two weapons in his suit and one out....I don't know. He should be able to.
