Speed tests can be unreliable. I did on once and it said I had 756kbps but I know I don't have that.

Basicaly you buy your speed from you ISP so if you pay more you will get more normaly. You can't change your speeds very much, it depends on other peoples speeds as well. The transfer rate is determined by the slowest person in the network. Thats why all pings skyrocket when someone with a slow speed joins your games.

You either have a virus/spyware or you have something running in the background that is using the internet too. You might try a clean boot or what ever its called.

Go to your applications under task manager and then try to shut down everything except what you need.

Cause in my region and I'm assuming where ever else they are, they have one line for a neighbourhood. The more people in your neighbourhood using Rogers, the slower each connection is. So you might have another person who started using it when you started noticing lag.
