No offense intended, but if you have to ask then it's probably beyond your current programming skills. Have a look around the Web, paying attention to programming sites especially those from colleges or university (STAFF! not students...) and you should be able to pick up some ideas.

Okay, I may have misunderstood. If you mean a level editor, then there is the Halo Editing Kit; you can find a mirror list over at Gearbox Software, the publisher of HaloPC.

Be advised that you do need a 3D rendering package, like 3DS Max or gmax, in order to to the 3D part of level design. Also be aware that the learning curve is fairly steep, because it's essentially the same kit of tools used to develop Halo.

-- Steve is still struggling a bit, but his first level is crawling along slowly to completion.
