This is in response to Shishka's post about the 7th Column having their own official IRC channel (http://www.bungie.net/Forums/posts.aspx?postID=723406).

Obviously I don't have the authority to say what Bungie is going to do or is thinking about, I just wanted to see everyone’s opinion on starting an official Bungie server for the community. It could be a place for everyone to discuss issues and topics in real time on a Bungie-monitored server. A java-based web applet could even be placed within the website for people new to Internet Relay Chat (IRC).

IRC was basically the first instant messenging system over the internet. From that you can guess what an IRC community would be.
