I think it'd be great to have flyable Pelicans in multiplayer... but in single player... Nah, if you spent the time to think about it, if you were in a hairy situation you could just bail out of the battle, jump into your pelican and zoom off. That gets a little boring after a while. Just being able to fly the pelican alone in single player would probably cut Halo 2's review ratings down. You have to think of what it'd do to the gameplay. Whats better, honestly, being able to escape every situation you come to? or having to think of a way to get out of a difficult situation. The second option is more appealing to me. I mean, sure it'd be great if you could escape in a pelican when your in a bad situation but its kind of like Starcraft. If your Marines are a serious entanglement, all you have to do is send in a drop ship, pick 'em up, bring them home, nurse them to health, and send them back to combat. It gets really old doing that over and over again... whereas on Halo, when your squad of Marines has been destroyed and your shields are down, either you evade and wait for them to recharge or you die and re-think your tactics.
If bungie has put them (the Pelicans) in already, i sure hope they've developed a way to make it fair according to the story and according to the game. I dont want to be able to fly off of the map and see the underside. That looks tacky.
