I've actually heard Elites grumble something in English on one occasion, and I know it wasn't just my imagination.

It was something along the lines of "son of a b*tch," and was said after I got meleed to death, where the camera was close enough to be able to hear something.

I keep hearing the Grunts scream "Condoleeza Riiiiiiice!"

I think they're tiny Republicans.

Lol.. nice.

As far as I know, MC and Cortana has technology to decipher what only the grunts say. (maybe thats just some excuse to explain it)

As for the Elites, there's a site that ppl recorded elites speaking, and found out that if played backwards, they're actually english words spoken by marines at a much lower tone.

maby the grunts are a little smarter, but scared, you notice the speak, but run, and the others cant speak, but will attack you. or maby they are stupid.

Master Chief has a deciphering device in his suit. Why you can't understand Elites most of the time I dunno.

In answer to your question the Grunts don't speak English, Grunts actually sound like dogs in their native tounge with growls and barks, kind of, its the best descriptor.
The reason we understand almost everything what they say is because they are the most encountered Covenant. Therefore we have more Grunt POW's than any other Covenant race and we have had more time to understand them and be able to translate their language. Because of this translation software in Spartans helmet allows you to understand what they are saying because we know how to translate it. As for the other races, the UNSC have translated some of it but we have had less encounters with the other castes and therefore have translated much less of their languages for us to understand.
Hope this answers your question
