You don't need a 'mod'. If you did get one, then you should've payed more attention. If you have Halo Custom Edition, you can go into 'developers mode' Halo which basically lets you do a lot of crazy -blam!- usually reserved for developeres, such as locking the camera. So when your in a vehicle, you lock the camera in third person, and when you get out, you'll still be in third person. To do this, go to the halo 'cheats' page on gamespot, they have a couple devmode commands.
Heres one i thought was cool. However, I have to press the 'fn' and 'insert/prnt scrn' at the same time to take a screenshot, so taking good screens is hard.
