If you get a new computer for Halo 2, you might want to at least wait until it's announced and has a release date. If you bought one now, it would probably be out of date by the time Halo 2 comes out for the PC (if ever).
And as far as editing tools, I heard a small rumor (and it was just a rumor) that XB Live's newest version (Tsunami) is going to start giving people the ability to make maps and stuff. Since Bungie is a part of MS now (and on the inside loop with the Live crew), it wouldn't surprise me if Halo 2 incorporated something like that. Bungie has said many times that they are doing some cool things with Live that have never been done before with other games, so it's not out of the question.
After all, it's not like the Xbox's hard drive couldn't hold them.
But honestly, most user-made maps are mediocre at best (no offense to anyone), so I really don't care that much. Bungie's Halo 2 maps look so amazing that I'm pretty sure I'd rather play those instead of most user-made maps.
