I find the games help the most. Books are secondary. I can figure out most of it on my own.

The books and the games.

The games kinda lay everything out in broad strokes, the books get a little more in detail and help fill in some of the unanswered questions that the games might not answer. I started with the games, then went on to the books. After reading them the game did make more sense to me. I think you need both to really understand everything that is going on.

I've never read the books but Halopedia and the games. I love campaign, I've done each about 5 times.
