Honestly... you're going to get arguements on both ends as far as whats good and whats bad.
Programs that check memory are a bad idea since programs are easily recoded and non aimbotters have been accidentally been shut out by them. Plus, if I remember correctly most of these are client side programs if they are implemented and thus can be altered themselves.
On the other hand, I won't deny that there are some server admins who do a poor job of maintaining their servers whether it be for bots, wall hacks, team stackers, or even long term afks. What usually helps though is those servers who do use sightjacker and "patrol" their servers correctly are usually the more popular ones to play on.
It really all comes down to "people make mistakes" and "A program is only as good as the person who programmed it." The best thing to do is make rules to try and reduce user error.
One of my favorite rules is if you don't think the person you want to sightjack someone is unbiased, in a private chat asking if they can see if <Player name> is afk or some other lame excuse. It'll sure do less damage than screaming "OMG BOTZORZ BANT!" =P
