Of course it does, most useful to do with sniper rifle, just make sure to melee after you actually put the cartridge in. Fortunately Bungie put in the effort to have your shells actually reload at the same time as the animation, so based on the gun you're using, you can cut out a considerable portion of the animation and it makes a difference.Which makes sense, but in many shooters (I'm looking at you, Valve), you have to wait for the entire duration of the animation. It sucks when you slam a clip into your rifle and load the rifle, switch to another weapon, then go back to the gun and find out you didn't reload it, and then you get owned.
