I'm not sure, but it doesn't seem like they were tight on space. Gearbox managed to add several new maps to the game as well as an online multiplayer system. Seems like disc space wasn't really an issue. And even if it was an issue, what about Halo 2 Vista? It lacked several features that could have made it better. Sure it had the map editor, but it could've used some other things like online co-op. They could've made Halo 2 Vista sell as good as Halo 3. But they didn't. If they do make a PC port of Halo 3, They should just make a direct port and leave everything the same. Adding new features in Halo 3 isn't really needed since it already has so many features.
I can guarantee you that Halo 3 PC would not sell very much at all if it lacked a decent map editor and a server browser. Those are two things are standard fare for nearly every PC FPS.
I actually think Halo 3 PC will sell better than Halo 2 Vista but not as good as its console version. The map editor that Halo 3 already has is meant to be simple so anyone can make their own maps. Most PC map editors are a lot better, but they are usually a lot more complicated and required a lot of learning. As for the server browser, it kind of already exists where your friends and recent players on xbox live can join through the friends list. But overall, Halo 3 doesn't really need a server browser. What it needs is an effective matchmaking ranking system on the PC which most PC games usually don't have. When it comes to games like Halo 3, having a server list will require several pages of servers since thousands of people play Halo 3 everyday. That's kind of the reason why on the Xbox 360, most games don't use the server browser because it would overflow and prevent players from finding a good game. But, since Games For Windows Live works a bit differently than Xbox Live, I can see why a server browser would be required.
On Xbox Live, all online games are hosted by Microsoft's servers located in Redmond, Washington. It's basically a unified service. In Games For Windows Live, you typically host your own server like most PC games which is why they have a server browser. But in my opinion, PC online multiplayer should also be hosted 100% by Microsoft instead of individuals. That will usually reduce lag a bit and allows for better online features.
