The map editor that Halo 3 already has is meant to be simple so anyone can make their own maps.
As a result, 99% of the crap the users have created is.. well, just that. Crap.

As for the server browser, it kind of already exists where your friends and recent players on xbox live can join through the friends list.
It doesn't work that way in PC land. Servers don't just house games in PC gaming; They house communities, clans, ect. People join those servers because they know they'll almost always have a good time, and the atmosphere is tailored to their gaming experience. They jump in the server, meet other regulars, usually find a few people in there that they know, and frag away. You don't get that if the game revolves around matchmaking.

But overall, Halo 3 doesn't really need a server browser. What it needs is an effective matchmaking ranking system on the PC which most PC games usually don't have.
There really hasn't been any NEED for one.

When it comes to games like Halo 3, having a server list will require several pages of servers since thousands of people play Halo 3 everyday. That's kind of the reason why on the Xbox 360, most games don't use the server browser because it would overflow and prevent players from finding a good game.
That's what filters were made for. ;)

GfWL has nothing to do with it. If H3PC were to be released, it would be a PC FPS. Having a PC FPS without a server browser? There's no point.

On Xbox Live, all online games are hosted by Microsoft's servers located in Redmond, Washington. It's basically a unified service.
The list is. The games themselves are hosted by a player in the game, utilizing netcode optimized for that kind of play. Those optimizations don't come close to the usability that the server-client system present ion PC games gives us.

Wrong. You hardly EVER host your own server if you're a PC FPS player. There's no point. A single user's connection wouldn't be able to hold the 16+ players in a CS:S game, let alone the 64 players in a Battlefield 2 game. A server does this, with far less lag than even Xbox LIVE.

That'd be a terrible idea. If PC gaming ended up like that, a lot of the experiences PC gamers are PC gamers for would disappear. Not only that, but Microsoft would end up charging for their service. And paying for a PC FPS's online play (with very few exceptions) is something the PC gaming community is NOT about to do, which is one of the reasons H2V sold badly.
And it certainly wouldn't have "less lag." I get a ping of 20 in my favorite Source game servers. I can guarantee that wouldn't happen if Microsoft ran the PC gaming world.
