The ceiling in Foundry is too low to produce a real Hang 'em High remake, and as chickenlittle said, the lack of fall damage and weapon changes create something far different from Halo: CE's Hang 'em High. Map possibilities just seem to be reduced by all of Bungie's decisions. Removing fall damage reduces map possibilities. While I can appreciate the more fluid gameplay, it comes at a high cost; maps become much less interesting. It's easier to run away from battles. Movement becomes much less calculated. Height just becomes an annoyance rather than a real tool in map design.
The progression from the pistol to the Halo 2 BR to the Halo 3 BR has limited map possibilities. Without a decent mid-to-long-range weapon, maps have to be built to accommodate this. Wide open areas are no longer possible with a sniper on the map. It becomes uncontested at long range. Maps are left with excessive elevation changes (Valhalla, Narrows) or without a sniper rifle (Standoff). Blood Gulch is of course awesome enough to be an exception to the rule.
The change from ladders and teleporters to lifts and man cannons has reduced possibilities. These devices are fairly line of sight devices. You move on a preset path with little variation. Even if they wanted to use the teleporters, they don't function properly. Ladders could still work, but they have something against those. Ladders give a person the opportunity to reconsider use in the middle of operation, rather than moving them on a preset path directly into a shotgun or sword wielder.
Try to properly remake something like Prisoner or Damnation with these changes. Damnation could probably survive with lifts replacing the teleporters and ladders, but the lack of fall damage and pistol are nearly irrecoverable. Prisoner suffers from almost all the changes. It would be very difficult to make a decent Prisoner without ladders. While I'm not a huge fan of Boarding Action, try making that without ladders. Mix that with the BR's range the lack of fall damage, and you have something that's not even close to the original.
