Err no that's just shot randomness.

The best example of magnetism is the covenant gunner seats. This is especially notable on levels such as keyes where you hold off a ton of enemies with it. You can try it in MP too, just aim at a target, and have the target move back and forth, and watch your reticle follow.

It depends on the play mostly but Halo 1 is probable the harder to snipe in because it has near none auto-aim and bullet magnetism if you off-host on the internet it gets really difficult. The PC is probably better for most people in halo 1 cause the console version had almost zero auto-aim but if the game supported analogue I would use my 360 controller.
