One line is clear: "Restez Calmes S'il Vous Plaît"
This is obviously french for "Please Remain Calm", a line the Superintendent says in the conversation.
Perhaps this reinforces the idea that whatever AI is talking in the update is assisting in an evacuation, where some of the people who inhabit the place being evac'd speak french. There are also messages in other languages, which I postulate say the same thing as above. The entire update seems to be trying to convey disarray and chaos.
It doesn't mean the evac'd speak french, seeing as there are 9 other languages saying the same thing, but you are right, it is meant to show that the city, wherever it is, is in complete panic and chaos.
That's why I said "some" of the people. Or it could be that all the messages are pre-programed, and the corruption of the AI is making it spit out messages in random languages.
you guys realize that this pic is the same ( with little differences) as http://i263.photobucket.com/albums/ii147/the_bungie_community /SIhomepage.jpg, the image that appeared on B.net when the E3 update was pulled. it appears that a virus or some sort of corruption has maimed it. differences between the two that are noticable are that the second one has a greener tint and the facial expression of the avatar has changed to "sad" on the second one (http://www.bungie.net/Forums/posts.aspx?postID=23367743). the normal one has circles for eyes (blank). the one at E3 (in the picture) has semi-circle eyes (im not sure which emotion). this new one has tilted semi circle eyes (as in sad).
any ideas? as posted by crypticguardian in http://www.bungie.net/Forums/posts.aspx?postID=23367743, he points there are 7 SI's, each with a different expression. we may be revealed more.
I never saw that. Now I feel like an idiot for trying to translate the green one that was all screwed up. _fail_
