I would love to say that I had an answer to that.. But, I'm really not sure. Just from reading up on games and whatnot, I would say another 2 years or so after this announcement for the game to be completely finished. Maybe 3? Anyone with better knowledge on the development processes of games please help me here.
Depending on how much existing material the game has to go on has a lot to do with how long a game takes to develop. If you look at a company like EA who releases new versions of their games on a yearly cycle, the engines behind those games rarely see much more than a few tweaks. Bungie has a very unique engine that it seems to be evolving as they continue to release games. But odds are that their next project was started even before we all had copies of Halo 3 in our hands. Once the game has gone through a phase, it gets passed along for testing and polishing. The developers can't be idle in this time. So I think it's safe to say that the next project has been underway for a year or more.
Looking at the timeframe between H2 and H3, we're likely to see another year or two before the next project hits shelves. Depending of course if they are making a full-scale game like a new Halo, or perhaps the people who think it'll be an XBLA title are right, and it'll probably be online within 6 months or so.
This is all just speculation, feel free to correct me if you see any inconsistencies.
