Unfortunately, people are asking repeat questions, as I suspected. Look, S1 most probably means ONI Section 1, not Spartan 1.
I'm probably late (can't be arsed to read another 40 pages) but from what I have read from the books, Next Pro Jumper is probably right. ONI Section 3, which comes up a lot in the Halo books, are very secretive and stealthy. They rarely do any direct action. Section 1 is probably generally the same.
It makes perfect sense since ONI is one of the highest ranking organizations in the UNSC. A normal ONI officer can give orders to a general during a planetary operation, which by the chain of command MUST be followed. Based on that, even fleet admirals would have to obey senior officers and higher. It would also explain the manner in which the so called 'S1' speaks. ONI officers are calm in nearly all circumstances, and it seems the situation on the ground is very desperate. Any other captain requesting assistance would likely be rather moody, even speaking to an admiral.
