That would be because Stan Lee never was an artist, but as was said earlier an "Idea Man" and writer.
I would think that a Halo comic should be an epic sci-fi/action story. It would need a writer who can handle a large scope to just how big the Halo world is. Brian Micheal Bendis(Powers, Ultimate Spider-man), Jeph Loeb(Batman: The Long Halloween, Superman/Batman), or maybe Geoff Johns(Flash, Teen Titans) would be good choices for writers. As for artists, I think Don Figueroa would be a good choice. He works on Dreamwave's Transformers comics, and would probably do a good job on the Master Cheif plus any vehicles, weapons, etc. His human forms are pretty good as well. Another possiblity would be to let a studio like Devil's Due or Udon do Halo. Devil's Due has done a good job with G.I. Joe, and even Voltron and Micronauts were well done. Udon's got some very talented artists, but I'm not sure if they've got the writing talents for it.
Joe Madueria is a great artists, but he left comics a few years ago to work in the game industry. While he's a good artist I don't think his style would really fit the Halo world.
Alex Ross' paintings are incredible, but they usually aren't dynamic enough for the amount of action a Halo comic would have.
