Once one ring is activated, they all go up. Installation Zero-Four had a blast radius of 25,000 light years. That covers a pretty damn big area, possibly even ours in the process. Setting off any one of the Halo would be suicide, as it would activate the others, like I said earlier, and we'd all die.
End of story.
Just for the sake of argument, if you built a grid of devices that could wipe out all life in the universe, wouldn't you want to include some sort of safety catch so if one was accidentally set off or by hostile take-over...they all wouldn't go off?
Are you sure you are asking the right person? Personnally I'd set those things off every 2000 years just for -blam!-s and jiggles. Having a safety net is a risk that the Forerunner can not take with a threat as large as the Flood. So having them go off like they do is a good thing. I mean, sure a few hundred thousand species die out in the process, but hey -blam!- happens.
However in Halo 2 I am praying that the Halos are not set off, because I am not safe being a human, Forerunner and Flood are, I am not. So setting off is not good.
