Evidence of the banhammer inplace before the update.
There’s an internal alias here at Bungie devoted specifically to the Banhammer and investigating issues that arise with players and naughty behavior. In addition to arbitration of cases and the metering of righteous and sweet justice, it becomes a thread where images (like the above) tend to show up. After months of pestering one of our Producers, Matt Priestley, I was finally allowed to be included on the festivities – but alas, I’m not actually allowed to ban anyone (Shishka did let me push the ban button once – it was amazing).
Sometimes chatter on various forums around the Internet inform discussion on the Banhammer alias and in exceptional instances – we’re actually discussing the fate of someone’s account at the exact moment they’ve inquired publicly as to why their account (or accounts) have been nuked from on high.

The Banhammer isn't designed to detect new accounts leveling quickly. What the Banhammer is designed to detect (and punish) are attempts to illicitly manipulate the network or matchmaking systems. However, we’ve seen some pretty questionable behavior involving people are leveling faster than they should be via chicanery that is affecting other players' experiences – and negatively affecting the others' experience is the high sign that the Banhammer should be pulled off of the shelf, like your Dad's favorite hunting rifle. We’re looking into these cases and if wrongs are being done, punishment will be swift and justice will be final.
Bungie Weekly Update: 5/23/08
ecently, we’ve seen a moderate influx of things appearing in File Shares that don’t belong there. Some this is just tweaked content from Halo 3 that has been uploaded in sundry and illegal fashions. In fewer cases, there have been a relatively small number of incidents of folks uploading inappropriate non-game content to the File Share.
Fair warning: Users who have modified content on their File Share - regardless of who created said content - will be subjected to the full power of the Banhammer’s thrust. This includes some never-before-unleashed technology that will effectively terminate your Halo multiplayer experience online in every imaginable facet. In fact, the ban is so thorough that simply calling it the Banhammer is a complete understatement. I just couldn’t come up with a more hyper-exaggerated term that had the same feel. Banplatform? Banpocalpyse? Banmageddnon? None of those did the trick.
