uhhhh i don't think that's possible because mouse sensitivity is under your settings, and each user online has his/her own settings, so i don't think u can alter the settings remotely, as in a mod online.

Maybe he wants better control while sniping but faster turns while on the move? I really think it would throw you off a bit, but maybe you can find a modder at Halomods.com or somewhere to help you. They may be willing to work on it.
