I've made every change to the game as possible To the lowest change. but it still runs like crap.

What exactly do you mean "runs like crap?" It is choppy like you have a low framerate?

Regardless seeing your PC specs would be helpful

Your CPU is too slow. Would love to know what graphics card/chip you have as well.

Ram is fine.
Processor could be the problem. I used to have 2.4Ghz dual core and it ran it okay.
Another thing, it could be due to graphics lag but it seems like processor lag in your case. If you have like a 256mb graphics card with like 700+mhz memory clock speed it should be fine. If you got the money then go for 512-1 gig.

ATI Mobility Radeon X1400 (0x7145)

Could there be any way to make my computer speed up w/o going out and emptying my pocket?

You're running it on a laptop, right? If so, then that's why. Laptops aren't designed to run games, and most run them like crap.

That processor is a tad on the weak side, but it is a dual core.

The only way to do it without spending money is by going into the BIOS setup and overclocking your processor.

When you first turn your comptuer on, in the corner or something it should prompt you to press a certain key to enter (setup, BIOS settings, CMOS settings, its all the same) the setup, you find the processor and increase the clock speeds.

but be warned, messing around in the BIOS is recommended for people who know what they're doing, if you accidently hose your computer, Don't say I didn't warn you

Specs

Yeah definately too slow. These are my computer specs and I am only able to put my max resolution up to 1280x720*

I am using a German version of H2V, but other than the resolution, everything else was left at their default settings.

Not only will overclocking his CPU not make any difference whatsoever, but he has a Dell laptop with a semi-locked BIOS.

He is severely GPU limited with his x1400, CPU ain't going to matter.

Turn down the resolution, disable all in game graphics options, or better yet, play the game on a desktop with more graphics power.

Halo Is the best!!!!!!!!!!!

his cpu is fine its a duel core and mostly any duel core over 1.66Ghz can run most pc games. Its his gpu causing this. I have a 1.83 duel core and a 9500MGS and I can run halo 2 vista on max settings. heres my youtube video http://www.youtube.com/watch?v=C0PkIXZ1pyk

So one last question, Would the game allow me to install H2V on another computer. Or is it not an ability with M$'s Cheapness.

You should be able to install the same copy on more than one machine, but you couldn't have them LAN or online at the same time I think.

Right. You can install it on more than one PC, but you can't run it with the same CD-key more than once at any one time.

I think you could really, I had my Gears of War PC installed on two computers, I just stick the cd in one machine, start the game, then take the cd out and put it in another and start the game. Loading maps and that stuff is not affected at all. I got coop game going

Yeah for some games that works, but I am pretty sure that if you attempt a lan in H2V and if there are 2 computers with the same CD key in a lan party, some sort of error pops up and prevents you from playing.
