I am not a programmer, I am an architect who spends much of my professional time modeling in 3-D, so I do have an idea of what this takes. You design the map, build it add the textures and lighting, plug it into the engine and test it, you don't build it from code or anything as elitist as that.
And I have read the update, most of us have read the update, that is why ew are mad. Did you get the Specail Edition of Halo 2? Did you watch the feature on the creation of the game? It is clear from that feature that Bungie is resting on their laurels, feeling quite proud of themselves for delivering a game that is not as well conceived as the first. It was rushed out because they took something that they were supposed to have been working on for 3 years and did it in the last 9 months. Now they are telling us that what we want isn't going to happen because of the "improvements" that they made to the game, so that a completely fictional environment coul be more realistic. They screwed up, aren't apologizing for it and telling us to get in line for more. I really like playing on Live, but there really isn't any better balance to the game that there was in the first, I actaully think its worse now. I will not buy the maps because I don't think that I got what I was told I was going to get out of the original release. But if you want to support them in creating more product that they don't follow through on, go ahead and throw your money at them, they'll take it and smile smugly. But don't pretend that they are meeting the expectations that they built up around themselves.
