Not necessarily true. They invaded Sigma Octanus because they were looking for somthing, the Forerunner crystal and only set in a few ships because they didn't couldn't wait for the whole fleet to arrive. The Spartans taught them differently.
They invaded Reach because they needed to get to the Fusion generators. Even then, once the Fusion Generators were no more and the fleet dealt with... they started Glassing immediately even while they still had Covenant on the planet.
(Sidenote: Actually, this event was totally hilarious from a scientific standpoint. Even though the planet was being glassed Polaski didn't have any trouble and clear skies while bringing down the Dropship. The entire planet would almost instantly be affected by the greenhouse effect a thousand times over and completely covered in violent unpredictable weather systems.)
Covenant tactics aren't quite as predictable as we'd like to think. From the Halo2 Announcement Trailer the Covenant ships seem to be already bombarding the planet with Plasma, seemingly at random while the fleet is still futilely trying to defend the planet.
True the covies do invade to find artifacts but they always invade for reasons besides that just to take out power and defense systems and such. So far the covies have not glassed us those explosians you see in halo 2 announcement trailer are human nukes plasma doesnt make a mushroom cloud humans are using nukes on earth in places that are already in covie control MC has gone on missions where his goal is to blow up a covie base on a human colony. Right now we dont care about saving civilians so we blow up anything that is more then 50% covie.
