In short, yes, Illustrator is much better for creating this sort of artwork from scratch. Illustrator is a vector graphics program, whereas Photoshop is a raster graphics program. I did a quick Google search, and you can read about the difference between the two here. After looking at that, check out the rank images again and see that they are primarily vector graphics.
Illustrator is a great complement to Photoshop, and I really would suggest learning a bit of Illustrator (or other vector graphics software) if you can. Feel free to download the AI files in the original post and tear them apart to figure out how I put them together. They're really not terribly complicated, and I made an effort to keep the various Layers organized neatly so that deconstructing them will be easy. :-) Good hunting!
