If you only run Windows Firewall, go into the settings and select "add port". Add 2302 "UDP" (you'll see a choice between TCP and UDP, 2 types of internet protocols), and after that, add 2303, UDP.
Also, check the programs listed in the firewall settings to see if Halo Custom Edition is already allowed by the firewall. If it is, I'm not sure what the next step should be. If it's not, select add, and browse in Program Files\Microsoft Games\Halo Custom Edition\ for haloce.exe.
