Rifles have longer range and accuracy at those ranges because of the length of the barrel, not because it is a more powerful round.
Yes it has more gun powder in it, and yes the bullet is going faster, but that doesn't necisarily mean it will do more damage. The main reason for bullets doing more damage is larger caliber, mushrooming, hydro-stactic shock, and tumbling threw the body.
Also it seems to me that pistols can have larger calibers than most rifles. I don't know why exactly. How often is it that you hear about a 50 cal rifle? Other than sniper rifles? And Heavy weaponry? Again i don't know why it is, but there has to be a good reason.
