That's a different error though, which tells you that you have an important message from Xbox Live. Out of curiousity, I tried blocking original Xbox Live games via family settings, and it gave me that error. I changed it back to allow, and it just gave me the same stupid error, telling me it could not connect to Xbox Live and to start the trouble shooter (which as my above posts state, connects perfectly fine).
I can even sign in with a test account I made with a month free of XBL. I went to download maps, and instead of signing in on the test account I signed in on my actual account, which let me download all the maps perfectly fine (which it better, because at one point I paid for them...)
I'm running out of ideas, and Xbox customer support is clueless.
This may be helpful... Ever since the NXE for the 360, many accounts have had problems, with any Original Xbox or Original Xbox game. The solution I found is to access your XboxLive account on www.xbox.com, and make sure all aspects of your profile are up to date, INCLUDING AGREEING to the NEW Terms of Service (TOS).
Furthermore, while you're at it, you might want to keep in mind, for recovering accounts:
To recover to a 360: Account MUST have a valid email address
To recover to an Original Xbox: Account MUST have a VALID Credit card on file.
These are the only two critical variations between recovery methods for different consoles.
