If you're talking about scoping in right before you shoot with snipe, there are two reasons.

1. When you're unscoped, the sniper bullets don't go completely straight. There is a small degree of inaccuracy, and scoping fixes that.

2. Scoping gives you auto-aim and magnetism. This makes it 10x easier to hit your shot.

yeah. you can also use a similar thing to easily sticky people. just get a weapon and when your reticle turns red go to bash them, then hit x to cancel and trow a sticky almost directly afterwards. it works about 90% of the time.

for montages, they just do that to make it harder to snipe so it looks better for a montage

what your reffering to is called hawk eye sniping/scoping. Basically you stay unscoped until you see an enemy and then you quickscope and drag the reticule towards his head really quick and let the autoaim assist you in the headshot. With practice it becomes very consistent and reliable, and there are many less error variables than no scoping + it just looks plain nasty. peace.
