That looks alot like you've changed resolution as mentioned earlier (or maybe OS?).
When u raise your resolution you get smoother txt - the latter one looking to be 1280x1024 and the first one 800x600. Recall to restart halo once, after swapping resolution.
Got this amongst the tips lying around in one of my halo folders, might be able to swap size aswell - not sure. I have not used this and i take no responsibility for any errors that might occur, always save a clean backup of the file so that you can restore it if needed.

Goto the "content" folder within Halo, find the file for the res you play in. In my case as I play in 640x480 - I use the 480editbox.
In here you can change the font, colour and length of the in-game text box, mine is set to black as I can see it alot easier on the lighter maps and I altered the length to 400 which enables me to type more crap too. If you want to change the font just tell it what font you want to use etc, entirely up to you.
Oh, and don't worry by Halo having 8 digits in it's colour codes as the majority of all codes are 6 and it accepts these no problem.
