1. Yes, my game rig can double as a dedicated server, mighty fast one, but I usually run a P4 3.06GHz, a bit older system but nevertheless fast enough.
2. Slower internet if you run it and want to surf the web, otherwise nothing. Don't expect to do really anything while you have a server setup, otherwise it will be a bit laggy for your 'guests'.

P4 socket 478, 3.06GHz
2x512MB PC2700
Foxconn w/SiS 655 chipset
250GB Maxtor 7200rpm
DVD-RW
Now, it is a very cheap machine, but it does well as a server, since all that is running is really the OS, a firewall/anti-virus, and the dedicated server. In my profile is my game rig, a lot better but won't make much of a difference as far as a server for Halo. Also, you do want cable, at least 1Mbps, at the very least...
Pretty much any pc that runs Halo decently can be a dedicated server.
