It was a cold day near the southern base in Blood Gulch. Cortana and I were relaxing over a game of Go Fish, WHEN OUT OF NO WHERE 700 BANSHEES CAME FLYING IN!!! I GRABED MY SPARTAN LASER AND LET HELL REIGN DOWN UPON THEM. I HOPPED IN THE NEAREST WARTHOG AND TOLD CORTANA TO GET IN.

You could've joined the IRC chat at any time. It started at 6:00PM EST, and was held in the 7thColumn channel. Nothing tremendously important happened. That might not even be the same list we use. It was just an idea.

Sorry I missed the IRC chat. I had to spend my last hours as a 15 year old on Halo 2 XBL and I started my 16th birthday by playing team training with 2 of the RvB guys. Now I no longer have to correct people when they complain about 15 year olds on the forum ;)

I might be on later today after cake. And yes, Halo53 = 5/3. I'll respond to the PM later today. Sleep time now.

I am happy with whoever and whatever the bungie.net team decides. I belive that most people on this forum are trust worthy. I just saw this thread. Don't know why. I'm here alot. Already it's been going on for too long.

Ok. Three things:

2) I think i was nominated somewere around here (soo many pages!) so, do you want me to be added or what?

3) As for the rotation idea, i think this maybe a good idea. Perhaps, we start off simply by having the council only. Then, we could introduce a system like parliament here. Have a house of Lords and a house of commons. The commons would be 'rotated'/ elected, and the lord (the actual council) would be permanant members. What do you think?

I think it's good, but is it worth the hassle of implementing a rotation / selection system? I think there's a risk that it would take up a lot of time better spent on searching for community events of interest.

But that's just me speaking with a sugar-induced hangover.

Well BobBQ, i too realise the time issue. However, i feel it may give us something to do ;)

+ It would probably only be like every month or so. It also wouldn't have to be impliamented straight away, so we have sometime to think about it.

I would like to appologize for my absense of late. I didn't get to make the IRC meet though I wanted to, and have not posted here for a while. I have just recently moved you see and have been very busy. Though now I am settled in and will obtain a High Speed Internet very soon to resume my everyday normal activity. I have already accepted my nomintaion and as any of you who know me know, I am always willing to further the 7th Column. Thanks for the recognition Rip-Saw, I hope I can help.

Well it depends on how much power the council has. If some of these sugestions which makes the council more powerful than the master forum ninja Stosh then yes there should be a strict limit. If all being on the council gets is a special title and nothing else then it shouldn't matter how many or few members we have.

Well, the IRC chat was indeed very productive. A lot of people showed up, including but not limited to Rip Saw, Banshee Baron, Just another fan, and Psyched made a quick appearance at the beginning. Not many people besides Miles and Myself stuck it out from start to finish though. It was long, and because of the time zones some people ended up staying awake untill almost 3:00AM. But, during that session, we managed to cut the list down to 11 people. The list of them are as follows-

Eagle117
Banshee Baron
VII Toast
Rip Saw
Psyched
BobBQ
Vella
Halo53
Just another fan
Ghandi
Captain K Mart

Now, we still have to do a little revising and checking. We haven't even checked to make sure everyone here can, or even wants to be on the Council. Also, we would have chosen Shai Hulud for one of the members, but we believed that they may cause friction between him and Shishka because of his recent ban, and that's excatly what we want to avoid right now. So why Banshee Baron and Rip Saw you ask? Well Rip Saw has been banned plenty. Yes, he has. However, both of their expertise will be needed. That's pretty much all that happened. One step closer to having the Council done though :)

Sorry I havn't been on IRC. I have been having some trouble with the internet at the house.(like no internet at all) the only way I could get on is at the embassy which requires me to show for duty early or staying late after I get relieved.

I would like to say thank you for the honour of my presence of that list... If i do eventually get elected to be in such a Council i would try my very best to make these forums a better place and to make sure that the right groups would be elected for the spotlight, also to quell any suspicions i would not use my Covenant fanatasism to create a entirely Covenant forum where the true path would be followed, but anyway thanks for the nomination and i would love to be apart of this Council

:'( that was my list. Anyway. My list of the 66 people was a list that has all members mentioned. The new lists will be created once we know who we want. Oh, and check out the PM i sent back Infil7rator . (i posted it before i read your post here)

Anyways. I suggest that we see who wants to be in this council. We then take- off or rather put aside any who do not wish to be in it. I or someone can then make a new list if the original needs to be changed. Then, we start voting people aside from the list.

Please notice i say 'Place aside'. We should not completely get rid of any names as 1) I'm sure Rip-Saw would have something to say about it ;) and 2) Bungie or moderators may really want a member and may persuade that member to reconcider.

Oh, and finaly, Infil7rator has agreed to be a member of the council. If you don't mind Infil7rator, i'll post the PM here. Tell me if you want me to remove it for any reason:

Oh. My. Gosh. I just read all 20 pages in about 20 min. My brain is coming out my face!

Anyways, back on topic:
Personaly I think that this whole idea of a 7th Column Council is a Good Idea. But I have a few things to say about it...

Edit:There is a summery at the Bottom.

* Number of people:21
I Think the number of people should be 21, I will explain this more fully later on but I think that is a perfect number. Not only is it a multiple if 7 (7+7+7=21) but it is pretty big too.


* Timezones/areas
I think that the council members should be from different timezones. Since their job involves answering questions, checking out forums, and representing the Community, it is imperative that there is always at least 3 or so Council members online at one time.

The way I deem most effective way of organizing the timeareas is this:
* Pacific Column: Japan, Australia, and Western America.
* Atlantic Column: Eastern America, and UK.
* Europe Column: France, Spain, Germany, etc.

This way we will always have someone "holding the torch" of the 7th Column Council.

Each Column would have 7 Council Members. For a total of 21. This would also help focus the Coucil Members into reporting on events from their timezone, and properly distributing power across the world. Personally, I wouldn't like it if all the Coucil Members were from one part of America.
[i]Just a side Note: The Bugie Mods are also from different parts of the world. Bungie already does this with Mods, it would be good to follow their example.



* Time management
I really don't think that the Council members should have any other big responsabilties. Being a Chapter Founder would take away time that could be better served as a coucil member. A perfect example of this is MrSmiley of MSXL. Even though MrSmiley would be a prime candidate, he is far to busy with MSXL, HaloBabies, and more. People with many other jobs should really consider whats more important to them:

Council Membership -or- Being a Chapter Founder.

Some people have the time to do both, but some do not. I know that I only have time for one.(That why I'm not a founder ; )

* The roles of Mod(s)
I personally don't think that any mods should be council members. They could however serve as council advisors, and would make sure the council doesn't overstep any boundries or break any rules. There job would be to represent Bungie itself, by giving a stamp of approval. This would be very similar to the roles of a Governer General, only that the Mods would be representing Bungie, and not the Queen (Long live).
Personaly, I think only 1 mod should act as Bungie's stamp of approval, maybe someone like Reiginko...he would certainly enjoy more politics.

* Structure and Organization of the 7th Column Council
The choice of 21 members is perfect for the 7th Column Coucil. With 7 members in each column, they can vote on subjects within their area of specialty. On Bungie wide subjects, the 21 people would vote and reach a consesus that way.
With 3 Columns within the Coucil, you could also assign sepecific responsabilties. Here is a possiblitly:

* All Areas:
Promote community events such as LAN party's FANfests, tourney's of their respective areas.

* Pacific:
Promote the 7th column:
Put groups in the Spotlight
Get news and information on groups
Interview group founders
Conduct surveys/gather intel on the current community status
* Atlantic:
Maintain the Community/7th Column area:
Search for community worthy news
Post Community-worthy news
Update Column News
Update The Community section if necessary
* Europe:
Take off workload from Achronos:
Answer any good FAQs about groups and such
Answer many Bungie and Community questions
Approve/reject new chapter themes
Approve/reject new avatars
Make a list of rule breakers

Of course to promote varity, these resposabitlies would rotate from column to column every 6(7?) months so each area doesn't become stale.

* Rotating Council Seats
Some have argued for rotating seats, claiming that it will bring new ideas to the Council, while others have claimed it only icreases the chance of someone actin'a troll. At first I thought this was a good idea but now I have changed my mind. Even though all big desicions have to be approved by a mod, there just isn't enough reason to have rotating seats. You also have to remember that this is the internet we are talking about and not everyone stays on the internet for their entire lives. Eventually Council members will move on or become to busy with their non-internet lives and have to leave. When that happens we will elect a new member. That will give us all the fresh ideas that we need. Besides with 21 people the council will have more than enough people to come up with ideas.

* Summery
Have 21 members.
Members should be able to put in a lot of time.
3 Columns: Pacific, Atlantic, Europe. 7 members each.
Each column has responsablities that rotate.
Have a Mod as the Bungie Representative (Governer General).
No Rotating seats.

Overall this is my opinion on what would be an effective, respectable, council. You have enough people to get lots of works done, and its spread fairly evenly. Bungie has a Huge work load off their shoulders, yet still have the power to stop idiots from breaking the rules. Overall, this step-up is the most effective way of having a Council for the 7th Column.

I don't like the sound of that. Some people havn't even been able to reply to the PM's. I do not consider this to be a legal desicion, consider not everyone was in on it. Any desicions should be made on the forums, Considering that the Council isn't even related to IRC at all.

Yes. I would like to be nominated for a Council Member. Not only do I have lots years under my belt, (not close to Rip though) but I have lots of free time (2 spares in school!)

But, during that session, we managed to shorten the list (only to get a good idea of who the mojor candidates were- that is not the final list! And since that is not the final list, and we were jsut getting an idea for ourselves, we have every right to do what we please on IRC) down to 11 people. The list of them are as follows-

About the really long post- I'm confused on one thing. You seem very set that the members should be from around the world so a member can always be online to help, but then you give each zone a different responsibility. What if someone on Eastern America needs to ask a question that only the people from Western Europe can answer? I think that the way you have that set up defeats the whole purpost for having people across the world in the council.
Also, if there is a Candidate who is good for the job, I believe that they should get it. They shouldn't be denied the opportunity just because they live in the wrong place. It's a great idea in theory, but in reality there are just too many problems. Now don't get me wrong, I think having people from around the world is a good idea, but you cant implement to strictly. If there are only two people from Western Europe and two from Western America and the rest are from Eastern, that would be alright. Some diversity is needed, but it shouldn't be super strictly enforced.

To AlexZander: Even though you have good ideas(you pretty much summed up what we already had), i do not agree with how you gave every "timezone column" it's own purpose, it just doesn't work. Someone who's good in one thing, but lives in european timezone will be denied from his task.

Also: 21 members is way too much. taks will be spreaded to thin and with so many people, decisions will take forever to take. 11 people is fine. 15 members at it's most.
