A moment ago I was browsing through Zanzibar (the forum, dummy) when I saw, for a brief moment, a little note at the top of the page. When I checked New Mombasa, I saw nothing, and when I came back to the thread, it was gone already.

But, I did manage to copy it before it was gone.

Notice: New Users may not create new topics for 24 hours after account creation, although you may reply to any existing topic.

Explain.

I'm guessing it was a test of some kind?

I am wondering if some of these rules were made after the update. I also heard one about how new members can't create a group until 14 days have passed after their new account. These might all be tied together.

Nope, in the FAQ, it came with the new hotness.

You can then paste the image into any kind of image editor.

Well it couldn't be an update without the webmaster adding his own personal glitches to the system. But then again this seems more like a disimprovement that an improvement so why would he want to mess this up.

It would prevent mass spamming of new topics, but is there anything in place to stop them from simply spamming individual threads instead?

New members cannot create a topic (although they can reply) for 24 hours as the last code update.

The message you saw was most likely because of a cache error. The good news is that it is only a minor display error. The topic pages are output cached for approximately 10 seconds after they are generated, and the last person who did that in your case was a new user. If you give it about 10 seconds, and refresh, it will go away.

I you want to get technical, PrintScreen alone copies the entire screen, and Alt+PrintScreen copies the active window. I haven't used any other variants.

Or, if you're awesome enough to be a Mac user, use Command (aka Apple Key)-Shift-3 to photograph the entire screen, Command-Shift-4 to select a portion of the screen to photograph, or Command-Shift-4 and then space bar to take a picture of the menu, a window or the dock, and then click on the area you want to photograph.

Or you could just open Grab (in the Utilities folder of the Applications folder). Much more powerful. :)

Why dont you make a manual on all the different variants of using "THE PRINTSCREEN".
Whenever I wanna get a picture of a game i am playing, all i do is hit printscreen, then go into paint, click edit, then paste. Whulla.Thar she blows.
