It is better, but imagine how good the game would look in high-res. Halo 1 had really really nice textures that would've been great for high res, but the feature was never there. With Halo2 they have a chance to correct this and show off their awesome texture work, but they're choosing not to. I mean, how much extra work could it be just to support a high res signal?
