I think they (Microsoft) knows that on its own, Halo Wars wouldn't do too well, and there's just enough people who would go and shell out what-$70 for a "limited edition" for the maps alone (further justifying mediocre limited/collectors edition SKUs of products to bean counters) so that they can point to what a huge success Halo Wars is with the sales.
I love Bungie but this guy is right. It stinks, and anyone who can think a little outside the box will be able to figure out why the map pack is being bundled with the Halo Wars LE. For that matter, any RTS fan who has seen the latest build of Halo Wars can tell that the game is not very innovative and lacks some of the most basic components of a classic strategy game... unless your idea of strategy is simply spamming units. Couple that with the fact that Ensemble Studios filed for bankruptcy some time ago and you can rest assured Halo Wars will have little replayability, DLC, or community support. Ensemble is a sinking ship and Microsoft/Bungie knows it.
I'll buy ODST in a heartbeat, but I'm very skeptical right now of dropping $80 for some maps. I'd rent it first, that is if every movie rental place in my area didn't go out of business.
As for Sandbox. I really do think it looks cool and look forward to playing it, but I'm a little dissappointed that it is being advertised as a "large vehicular map." If you use the Warthogs in the pic for scale, the map looks roughly half the size of Standoff. That is actually quite small. If you can manipulate the surrounding sand dunes to increase or decrease the size then this map will be awesome, but if not... well, time will tell.
