Here is my theory on Ackerson's pet project, and supporting information.

Theory: Ackerson is preparing to make mass clones of his ODST's, naval officers, and of construstion workers.
Information backing it:

Ackerson hates the Spartans, because they succeed where ODST's fail because the Spartans are the best soldiers ever. But what if ODST's always won...
...Because there was an unlimited amount of them?
Just think, Ackerson was interested in the CLONES made for the Spartans when they were young children. He studied the clones lives, and preformed autopsies on their bodies.
What if he was doing that to try to create clones that could survive as regular people do? During a battle, instead of grunts outnumbering humans 5 to 1, humans would outnumber the entire Covenant by odds of 2 to 1, 3 to 1, and greater!
By making mass clones of the brightest naval officers, the fleet would be a lot stronger, especially when the clones of construction workers were able to build ship twice as fast, three times as fast, even four times as fast.


I know this isn't not 100% correct, just trying to start a discussion on the possibility on clones and what Ackerson is up to.

umm something to do with forerunner artifacts and something to do with clones. that's all i know.

That idea might have merit, especially if it's possible to use a permutation of the process Halsey used to create Cortana to make copies of the minds of the best and brightest humans and replicate them in the flash clones (I haven't read Fall of Reach for awhile, but I seem to recall a process Halsey used to copy her mind into a clone brain which was afterwards be dissassembled in the process of creating Cortana)
