Well, I'm not an artist, and when I try to draw more than a face en profil I fail dramatically, but I'll try to help.
Eric's a fine choice - can I hear a big "duh!" - because - let me know if I misinterpreted this - he would have been Rose's/Melanie's hero... thing. I wouldn't say Rose because you mention her looks in the story, but you call her pretty, and I think every guy here should have his own fantasies as of how she should look. If I might make a suggestion:
Eric - like you said - in full ODST battle armor, wearing his helmet on the left side, his stance should be similar to the Master Chief's on one of the first pages of the Halo 2 manual, where Cortana is doing her report of what happened on Halo 04.
In the middle I would have to say the Rogue Fantasy, small, but still there. I would say that the background should be space, you know, stars, black/dark blue-ish. And in the top right corner a small picture of Dorenth, with these small blue and orange dots that would be burning cities.
In the middle, beneath the Rogue Fantasy, I'd say Siren, small, but positioned so that you can't miss her. And bottom right would be Wesley, like you said in Marine fatigues with a sniper rifle, but no helmet.
I'm not entirely sure about Kelly, since she is a Spartan and putting her in the background would seem... not real, since she's large and Spartan-II's are after all the core of the Halo Universe. So if you are not putting Kelly in the middle, large and all - which would seem wrong since she's not the star of the story - I would recommend you to leave her out.
Of course this can be disregarded as nonsense, or you can simply say: "screw you, Scorptank." But this is how I see it.
Although... Wesley might not be a good idea and Melanie - also wearing a helmet - would be a better choice... but then you'd have to position both Eric and Melanie so that you can read their nametags....
