Read the thread How to...play Halo online under top forum topics. It was posted by a moderator and he describes in detail how to set one up with links to every tunneling app including XBC. From what I've read online this software is not illegal because it's separate from Xbox Live. It connects players through system link only.

However Microsoft has programmed every Xbox 360 title to check if a system link game is being played locally like it was intended or if it's being played via the internet with a simple ping check. In other words the game can tell if a system link game is too laggy for it to really be a local system link and therefore not allow you to join that game.

Tunnelling isn't illegal, unless you mod your XBox and use a home-brew front end like XBMC; Bungie shouldn't really have a problem with it as the actual software resides on your computer.
