I wonder why in the files for Halo 2 there are many unused objects, weapons, and people. Like the Juggernaut Flood that you can MOD and fight. There is also a file for a working flame thrower but it made the game lag when you used it. Its the epic stuff hidden for only modders. Does anyone else know more of these files?

I don't think Bungie hid anything for modders. I think Frankie mentioned once that the files that were not used were just left in, but with no activation strings. Part of the rush to get H2 out was not going back in and removing files. That's why there are unaccounted for objects and why perma cammo worked.

Like the skull list that never made it to the game perma cammo was going to be part of the menu. They deleted perma cammo 'Off' but didn't delete 'On' (or vise versa). They figured it wouldn't work but they didn't count on turning the box off and on and the cammo stayed on.

Does it really matter how many people play it as long as you dont have to maintain servers?

I think that we can see the huge difference in refining and deglitching of the games between Halo2 and Halo3.
Halo 2, while an overall Incredible Game, had 1 quadzillion glitches which could be exploited in Matchmaking. In Halo 3, the beta and increased info gathering allowed bungie to come out with a Hugely more evolved and refined game.

Hence why not as much "cleaning up" was done.

Well, instead of just a few seconds of cloaking, you stay cloaked on the level you are playing. It only works for MC and you must get the Envy skull.
So Cairo Station for example:
Load H2 and activate Envy
Start Cairo Station
There's a checkpoint just before Sarge sets his turret down
Time it so you cloak just before the checkpoint
When the checkpoint comes and if you are still cloaked you can save and quit
Turn off the box and restart
Go back into Cairo Station and resume game
You will now have perma cammo for all of Cairo Station

If you are to early with the cloak or if you cloak after you see 'Checkpoint' it will not work. The best thing to do is if you see the checkpoint and you are cloaked you can pause and choose last checkpoint and when the game resumes you should be cloaked for a few seconds. Then you know for sure you can quit and save.

Let me know if you need more info.

You can do that with any checkpoint in the game. Thats how I got most of the skulls :D

There are unused game assets because they were problematic (like the glitchy flame thrower), or could not be fit it or weren't ever finished (like the juggernaut), and Bungie was too lazy to take them out. It would actually be somewhat hard to take them out, especially if other things use their tags.
