Alright, I was gone for a while but I'll help you tonight.
Please answer what I ask, each question:
Do you have a router?
Wired router or not?
Do you have a modem?
Wired modem or not?
Are you using XP or Vista or what?
Is the computer networked with your Xbox?
Could you get on before at anytime with the same Xbox?
You were grounded, were your settings changed by one of your parents?
You press Xbox Live and Troubleshoot comes up and when you click that a message pops up. Then you press B and it takes you to a 'Connect Status' page, then you click on 'Settings' and then click DNS servers (for wired). Make sure that is set to 'Automatic'. For wireless you go back to the 'Settings' page and pick Advanced. This will pertain to wireless or Mac users.
Also, see if you have an IP address while in 'Settings'. Write any string of numbers that you see while navigating DNS and IP pages.
