Antony do you know anything about modding? Its been awile since iv been active in the modding community so from what iv seen resently it cant be done with out a .map resighner/Hasher wich dous not exist. Forge modding gametype modding and campaign modding is the only thing that can be modded right now. Unless you have a devkit wich can only be played offline. And one last thing you cant even do that with out a private keyvault do to the resent halo 3 update. And normaly you have to pay for those.

I know quite alot about modding and there is a new rehasher/resigner because I was watch a friends video on Youtube that had it linkedIt doesn't matter how many rehashers and resigners come out. Modding via Matchmaking is impossible and will remain that way. If you did know the process, you'd know that in order for someone to use modified content via XBOX Live, they would have to resign XBL con files, which also isn't possible. Even if it was possible, XBL automatically checks and verifies that your system's XBL con files have not been modified, and if they have, your console ID is instantly banned. But that doesn't matter, because it isn't possible.
The only actual .map modifications that can be created require a devkit, and devkits don't even have public XBL capabilties anyway, as they are designed to run on closed networks, which means that there is no existing medium for anyone to use mods over XBOX Live, ever, and as I said, the chances of that changing are pretty safely close to zero.
EDIT: Furthermore, even if someone did manage to modify map files without a devbox, resign the con files, and then somehow make it past Microsoft's automated detection system, good luck actually getting said maps to work, since the values set in each map (such as player speed, damage modifier, resistance modifier, etc.) are all built in to what Matchmaking presents to us. So even if you somehow managed to change your player traits via the .map file, it wouldn't even apply to the game. It would appear on your system as though you were running superfast, but you wouldn't actually be.
This guy is using complex terms, so he MUST be right.
