Art is open to quite a bit of interpretation, so it really boils down to the tastes of those choosing the winner. The question is, what exactly does Bungie mean by "art"? Should it look awesome, convey a message, or be something that nobody has done/seen? In the end, we just have to choose what we think is best and run with it.
For instance, my screenshot. I'm a comic book fan, and I love the it when a character is shown as a silhouette, with few details conveyed, so I tried to pull that off. The sword in the back represents the cutthroat nature of the matchmaking community.
Yes I do realize art is really depending on how you view it, and i'm not Bungie. But, people who did a screenshot like yours, or one with a spartan and explosion in it, are up to a lot of competition. Unlike mine, not too many people have done ones similar to mine. However, Bungie accepts all types of screenshots as winners, galmour, neat, violent, creative, etc. I've got to admit, I like yours Rex, its pretty cool, but i'm sure you realize you're up to a lot of competition in your screenshot category. I'm of course up to some too, but not as much. The thing everyone has got to do is prepare for disappointment . I'd also like to know if Bungie will be able to recognize the symbols in your picture.
