Of course, back then The Arbiter was Thel Vadamee, Supreme Commander of a Covenant fleet. And as is suggested at the beginning of Halo 2, he was at Reach when it was attacked. This is proven by...

"It (POA) fled as we set fire to their planet - Arby, Halo 2.

Notice the "we" in that, it suggests he was personally there. Will we see cut scenes with him in, or even fight him possibly?

You're right. He commanded the Fleet of Particular Justice; the one that followed the Pillar of Autumn as it fled Reach.

Nope. He was selected for the events in Halo Wars, and was killed before he finished them. I guess he could be there as a normal soldier though.

If I remember correctly, Elites were always the first into combat, regardless of rank.

But I think we'll at least see a cut scene.

Sorry, but you're wrong. The current arbiter is different than the halo wars arbiter (seeing how you know *spoiler* HE"S DEAD *spoiler*).

The arbiter we currently know was a fleet commander when they attacked Reach, he was in his covenant cruiser at the time glassing the planet when The pillar of autumn tried to escape.

So he should not be seen on the ground fighting.

We could very possibly see or even fight the arbiter, but we won't be able to kill him obviously, and he won't even be the arbiter at this point, just a commander.

I'm pretty sure the prophets weren't supposed to be on the frontlines but we still fought them.

He didn't go down on the Ring. I would doubt that the highest ranking Elite always leads the assault. Also it took awhile before Elites were encountered so I don't think they always lead assaults.

Cut scene we should see him in though.

There was no Arbiter when Reach was falling. They only make an Arbiter when the Covenant is in danger or you really piss the prophets off. Halo Wars takes place 20 years before Reach.

yes. his real name was thel vadumee.(vadamee?) he commanded the fleet that attacked reach, and followed PoA to the first halo. he was blamed for the destruction of the first halo and stripped of his rank as fleet master and publicly had the mark of shame burned into his flesh. he was taken to the prophets and they made him the next arbiter, who was supposed to be sent on suicide missions.

I highly doubt we will see him on the battlefield, I mean, its hard to direct a fleet of ships when you are fighting on the front lines. We may see him commanding his fleet in a cutscene though.

He would most likely be on some sort of Communication Device, cutscene or in-game. We could possibly hear him In game, or (like in Crow's nest) see him making a broadcast on a screen. You could most likely be abducted, and 'eavesdrop' on a covenant broadcast, but I doubt that.
