Watching the trailer makes me believe that the Superintendent will be a useful tool in the Campaign. At one point in the trailer, The Rookie walks up to a terminal and the option appears to "Press B to activate terminal." After he activates it, "Superintendent Online."

I'm thinking that the SI will be a critical tool in the Campaign.

I'm pretty sure it's just a eye-in-the-sky so to speak.

In the beggining of one of the E3 things a sign says "Slow down" and past that sign the rookie finds enemys.

So likely it's just a way to use the city to your advantage.

Lowering lights where you are and raiseing them on the enemys. So you can see them but they can't see you. Is one way to use it.
