About the armor permutations, they could do something akin to what Fable 2 did with their DLC. Having a free version that just puts the code for new items into the game files so that there is no issue when playing with a friend who has the DLC and you don't. Of course they'd have to make this a required download each time they release new armor perms.
People fail to realize you are saying this is all assuming this is an FPS.
I would like for Forge to really be expanded on. Make the object limit higher. And actually make it a full-on map editor. Allow you to customize terrain and even change the size and shape of objects. I really don't know if this could be implemented without people being required to download maps to play on them, but if at all possible I would love to see it. Not that I would use it, but the stuff the community would come up with would probably be awesome.
I would like a LOT more new weapons and equipment in multi-player. Multi-player has no ties to the story so I don't see why they couldn't introduce new weapons this way.
If at all possible I would like the player count upped to 24. To me this sounds like a reasonable number. They said going up to 32 or so would cause crazy lag, but I don't really see 24 causing too much. But I could be wrong.
New Vehicles. Perhaps boats as people theorized in Halo 3. Would add a new aspect to the multi-player as you would have to watch for attacks from land, air, and sea.
Put Firefight in right out of the box. Don't see why they wouldn't but...I want it.
Maybe a disarm system. I know this would be a bit screwy, but just imaging going in for that melee to just be countered a stripped of your weapon to boot. It would make the gameplay more strategic like ODST seems to be. It would also be kind of nice to have it in multi-player. Instead or AR rush melee happening all the time you could reverse it and kill the person who would have killed you. Maybe this is a dumb idea, but IDK just random thoughts.
Perhaps since the AI is deemed by most to be so bad, give us some sort of unit control. Not a full-on squad system, but something minor to make sure they a) stay out of your way, and b) are actually helpful.
I'll probably think of more things later, but this is just off the top of my head.
