I'm more hoping than actually predicting that Bungie will vie for a more cohesive story- maby something like the game misleads you with subtle "hints" that the somewhat neutral superintendent is unstable (i.e., appearing angry when ODSTs detonate bridge) that are misleading parallels to the unstable, somewhat neutral final boss in Halo 3 (The monitor betraying Johnson after proposing the destruction of Halo).These hints and parallels would keep the ODST's and players suspicions mainly focused on the more obvious potential villain, the superintendent, and perhaps towards the climax of the game, their will be a scene building up to where the apparently unstable superintendent could potentially freak in a way such as the monitor did(maby a plan to cleanse the city through a massive bomb), and just as the suspense is building, the ODSTs (and players), their suspicions focused on the superintendent, are double crossed by one of their own, very possibly Dare, in what would make for a very compelling plot twist.
This could be interesting, seeing the apparently sketchy superintendent and the ODSTs being forced to work together , ignoring their mistrust of each other, to fight a common enemy- However, that's completely 100% speculation, and most likely to definitely won't happen- I just kindof thought it'd make for a more compelling story.
What I actually think will happen is one of two things- The superintendent will go the way of the monitor, and betray the ODST, or the ODSTs and the superintendent will fight one covenant baddie.
